Letter to Adjutant General, U.S. Army [manuscript], 1823 January 24.

Scott asks for permission to "open a recruiting rendezvous" in Richmond to keep the company at the Bellona Arsenal up to its full complement. He suggests that the winter and spring months will be best for recruiting. Scott's reason for the request is "founded on the belief that men sent to the arsenal from the northern recruiting depots are not generally well suited to the climate of the arsenal & that they are, as has been demonstrated from experience, liable to desertion." Scott also suggests that the ordnance department send three field pieces to the arsenal because of the "density of the neighboring black population engaged in mining & the thinness of the white population" in the area. He concludes by stating that the addition of another company to the garrison "would give to the post an absolute security."
